Why California's Energy Code usually says nothing about your garage door, when it starts to, and what R-value is actually worth paying for.
Codes are amended locally. Where a city adopts an amendment that changes the answer, the section below says so — and the permit counter, not this page, is the final word.
An attached garage in California is normally unconditioned space. The Energy Code's envelope insulation requirements apply to the conditioned envelope, which is the wall between the garage and the house — not the garage door. In the ordinary case, replacing a garage door in California triggers no Title 24 insulation requirement at all.
The moment the garage becomes conditioned space it stops being a garage for code purposes. A conversion to a bedroom, an office, a gym or an ADU brings the whole enclosure under the current Energy Code and CALGreen — both now in their 2025 editions, effective 1 January 2026. If you are heating or cooling the space, the rules change completely.
Insulation is still worth buying in the right climate, just not because Title 24 says so. In the Central Valley and the desert an insulated door meaningfully lowers the peak temperature of an attached garage, which protects the opener, the car and anything stored there. On the coast the temperature argument is weak and the real benefits are stiffness and quiet.
Manufacturers quote R-value in ways that are not comparable. A figure derived from the insulation core alone will always look better than a whole-door figure that accounts for the steel skins, the rails and the section joints. ANSI/DASMA 105 is the test method for garage door thermal transmittance and air infiltration, and DASMA's TDS #163 explains what U-factor and R-value mean for a door specifically. Ask which basis the number is on.
A door with a good bottom seal, intact side and top weatherstripping and a properly set threshold does more for the space than a higher R-value with half-inch gaps around the perimeter. That is doubly true in wildfire zones, where the perimeter gap is a code requirement in its own right.
