When California cities require a building permit for a garage door, what the code actually exempts, and what the door into your house must be.
Codes are amended locally. Where a city adopts an amendment that changes the answer, the section below says so — and the permit counter, not this page, is the final word.
Californians repeat that garage doors are exempt. The code does not say that. §R105.2 lists what is exempt from permit — fences under a height, retaining walls under a height, sidewalks, paint — and overhead or garage doors are not on it. That makes a door replacement presumptively permit-required under the base code, with any leniency coming from local practice rather than from the code text.
Los Angeles handles a like-for-like door replacement through the LADBS e-Permit fast track: same size, same type, same location, no plan check. Change the opening size, the header, or the structural condition and it becomes a full plan-check job. Other California jurisdictions range from the same fast-track approach to no-permit-in-practice. Call the counter before you assume; the answer is genuinely local and it changes.
Widening a garage opening, raising the header for a taller door, or converting a two-car opening into two singles is structural work. It needs plans, a permit and an inspection, and in older housing it interacts with the seismic condition described in the soft-story guide. This is the boundary that separates a two-hour job from a two-week one.
Swapping an opener on an existing outlet is not usually a building-permit matter. Running a new circuit or adding a receptacle in the ceiling is electrical work under Title 24 Part 3 and typically needs an electrical permit. If a contractor proposes new wiring and does not mention a permit, that is a question worth asking.
The one door in a California garage with an unambiguous code requirement is the one into the house. §R302.5.1 requires it to be solid wood at least 1-3/8 inches thick, a solid-core or honeycomb-core steel door at least 1-3/8 inches thick, or a 20-minute fire-rated assembly, and it must be self-closing and self-latching. It may not open directly into a sleeping room.
The contractor should pull the permit. A contractor who asks the homeowner to pull it for them is a red flag worth taking seriously — it usually means a licensing or insurance problem, and it moves the liability onto you.
