Why a wide garage opening is a seismic weak point, which California cities mandate retrofit, and what it means for your door.

A wall resists earthquake shaking through its sheathed segments. A garage opening removes most of the wall on that elevation, leaving narrow piers to carry the whole floor. Put living space above it and you have the classic soft-story — a floor markedly weaker than the one above it. FEMA P-1100 addresses this configuration directly, including the living-space-over-garage case, and it is the reference the retrofit engineering is built on.
Los Angeles adopted Ordinance 183893 in November 2015, requiring retrofit of pre-1978 wood-frame buildings of four or more units with ground-floor or tuck-under parking, administered by LADBS. San Francisco's mandatory wood-frame program has been operative since June 2013. Santa Monica codified its requirements at Municipal Code Chapter 8.72. Other California cities have adopted their own versions — check yours rather than assuming.
The standard solution is a steel moment frame or a proprietary strong-wall installed at the garage opening, with new footings underneath. It changes the clear width, sometimes the clear height, and always the framing the door tracks attach to. That is the part that reaches your garage door: after a retrofit the old door frequently does not fit the new opening.
Order the door after the frame is in and measured, not from the old dimensions. The single most common and most expensive mistake in a retrofit is a door bought to the pre-retrofit opening. Headroom, side-room and backroom all change, and a wall-mount jackshaft opener is often the only thing that will fit the reduced headroom afterwards.
Mandatory ordinances mostly target multi-unit buildings, but the vulnerable configuration is just as common in single-family houses with a room over the garage. The California Residential Mitigation Program runs an Earthquake Soft-Story grant for exactly that case, alongside its brace-and-bolt program. Eligibility is geographic and the grant caps change year to year, so check the current program before budgeting.
A door that suddenly binds, catches, or will not latch after shaking may be reporting on the opening rather than on itself. If the jamb, header or slab shows fresh cracking, get the structure looked at before paying anyone to straighten track.
