Why a garage opening is the weak link
A wall resists earthquake shaking through its sheathed segments. A garage opening removes most of the wall on that elevation, leaving narrow piers to carry the whole floor. Put living space above it and you have the classic soft-story — a floor markedly weaker than the one above it. FEMA P-1100 addresses this configuration directly, including the living-space-over-garage case, and it is the reference the retrofit engineering is built on.
